Winter Storm 2021 Program Update

The City of Houston is pleased to announce the forthcoming Winter Storm 2021 Program, designed to support residents affected by the 2021 winter storm. Full details regarding program eligibility, application procedures/submission, and guidelines will be made available, here, in February 2025.

Winter Storm Uri (The 2021 Freeze)

Winter Storm Uri struck Texas in February 2021. The ultra-low temperatures caused dangerous travel conditions and widespread electricity and water outages throughout the state, impacting residents, homes, businesses, and infrastructure. As a result, the storm was declared a major disaster on February 19, 2021 (DR-4586).

The City of Houston will receive over $50 million to address the impacts of the 2021 Winter Storm and enhance resilience measures.
