Harvey Single Family Development Program

The Harvey Single Family Development Program will finance the construction of new, flood-resilient homes, in areas outside the floodway. Homes developed through the Harvey Single Family Development Program will:

  • Give Harvey-impacted homeowners living in damaged homes the chance to immediately relocate to a safe, newly constructed home.
  • Give residents the option to move out of the floodway or other flood-prone areas
  • Help residents whose homes have been deemed infeasible for reconstruction find safe places to live
  • Allow applicants to the Harvey Homeowner Assistance Program (Acquisition or Buyout options) to move into a new home right away

Homes built through the Harvey Single Family Development will be made available to families who were impacted by Hurricane Harvey and who earn less than 80% of Area Median Income.  Read more about Area Median Income here .

Residents interested in finding a new home through the Harvey Single Family Development Program should start by completing the Harvey Recovery Survey. Based on home availability, eligible survey respondents will be invited to apply for the program.

Builders and contractors interested in working with the Harvey Single Family Development program will be able to submit Requests for Quotations starting in the 2nd Quarter of 2020. The RFQ will be available on our page for RFQs. Land for lots may be acquired through the Harvey Homeowner Assistance Program (Acquisition or Buyout options) or through our existing partnership with the Houston Land Bank.
